Roam Transit, a leader in delivering sustainable and reliable public transportation services, is seeking a highly skilled and motivated Maintenance Program Manager to lead and oversee the short- and long-term maintenance operations of our transit fleet in collaboration with our service provider, The Town of Banff.

Position Summary:

The Maintenance Program Manager will report to the Director of Service Delivery at Roam Transit and will be responsible for developing, implementing, and overseeing a comprehensive vehicle maintenance program for Roam Transit. As the primary liaison with the Town of Banff maintenance team and other external partners, the Maintenance Program Manager will ensure that all transit vehicles are operating safely, efficiently, and in compliance with regulatory standards. This position will focus on proactive planning, preventative maintenance scheduling, resource management, contract negotiations, and performance monitoring. This role will also be responsible for building and leading a team in the future to complement the service provided by the Town of Banff. The successful candidate will ensure the safety, efficiency, and reliability of our vehicles while adhering to environmental standards and regulatory requirements.

Key Responsibilities

Program Development and Strategy:

  • Develop, implement, and manage a comprehensive and strategic maintenance program to ensure the fleets operational readiness and sustainability.
  • As a key part of the management team, provide input and guidance to senior leadership and Board members as Roam transitions further towards low and zero emission technology.
  • Establish and refine preventative maintenance schedules and procedures to reduce downtime, extend vehicle life, and improve reliability while maintaining compliance with provincial and federal safety standards, regulations, and organizational goals.
  • In collaboration with the CEO and the Director of Service Delivery, prioritize and work towards implementing key recommendations in the 2024 Bow Valley Bus Maintenance Review. This will include future facility plans and changes to maintenance structure.
  • Create, negotiate, and manage a Master Service Level Agreement (SLA) with contracted service providers, including the Town of Banff Fleet Services Department, to establish clear performance expectations, timelines, and accountability.
  • Work closely with Roam Transits contracted service provider, the Town of Banf Fleet Services Department, to ensure seamless coordination and execution of maintenance activities while maintaining clear, professional, and timely communication between Roam Transit and the Town of Banff Fleet Services to ensure mutual understanding, efficient problem resolution, and alignment on maintenance goals and objectives.
  • Prepare and manage the maintenance budget, including forecasting costs for parts, labor, and equipment. Monitor expenses to ensure efficiency and cost-effectiveness.
  • Provide regular reports to senior management on fleet condition, maintenance schedules, and program effectiveness.
  • Track and analyze key performance indicators (KPIs) to identify trends, improve processes, and enhance fleet performance.
  • Identify opportunities for innovation and efficiency, incorporating new technologies and best practices in fleet maintenance

Fleet Maintenance:

  • Oversee the programming of routine, preventive, and corrective maintenance activities to minimize downtime and maximize fleet reliability.
  • Monitor and adjust maintenance schedules based on fleet performance and operational needs.
  • Collaborate with the Town of Banff Parts Technician to ensure adequate stocking of parts on site and to facilitate efficient and timely parts ordering and supply. Proactively address inventory challenges to minimize downtime.
  • Ensure all maintenance, pre-trip, and post-trip paperwork is accurately completed and managed in compliance with Alberta provincial regulations and standards.
  • Ensure all maintenance activities comply with provincial and federal regulations, environmental standards, and workplace safety protocols.
  • Conduct regular audits and inspections to verify compliance with maintenance program standards and legal requirements.

Management & Leadership:

  • Manage, supervise, and support maintenance staff and direct reports.
  • Provide ongoing training and development opportunities to enhance skills, promote safety awareness, and improve technical proficiency.
  • Foster a collaborative, results-driven work environment focused on continuous improvement and operational excellence.

Qualifications:

This role is critical in ensuring the efficient, safe, and reliable operation of Roam Transits fleet. The ideal candidate will combine technical expertise, strong leadership, strategic vision, and exemplary communication skills to build a robust maintenance program that supports the organizations service goals and regulatory mandates.

Knowledge, skills, and abilities:

Technical Knowledge:

  • In-depth understanding of vehicle maintenance principles, heavy-duty automotive systems, and best practices in fleet management specifically relating to Public Transit.
  • Familiarity with preventative maintenance frameworks, diagnostics, and computerized maintenance management systems.

Regulatory & Safety Compliance:

  • Strong knowledge of applicable federal, provincial, and local regulations governing public transportation and vehicle maintenance.
  • Ability to ensure strict adherence to safety standards and proactively address potential hazards.

Analytical & Strategic Thinking:

  • Ability to analyze data, identify trends, and develop strategies to improve fleet reliability and cost effectiveness.
  • Skilled in setting measurable performance targets and using data-driven insights to optimize maintenance operations.

Project & Program Management:

  • Strong project management and organizational skills, including the ability to prioritize tasks, allocate resources efficiently, and meet deadlines.
  • Proven ability to implement process improvements, streamline workflows, and standardize procedures.
  • Ability to solve complex problems independently.

Leadership & Communication:

  • Excellent team leadership, conflict resolution, and motivational skills to guide staff and foster a positive workplace culture.
  • Exceptional written and verbal communication abilities for reporting, stakeholder negotiation, and interdepartmental coordination.

  • Proficiency in Microsoft Office Suite and other technical programs.

  • Ability to adjust plans, schedules, and resource allocations in response to unexpected developments.

Experience:

  • Minimum of 7-10 years of progressive experience in vehicle or fleet maintenance management, ideally in a public transit or transportation environment.
  • Experience working with diesel, electric, and/or hybrid vehicle maintenance considered an asset.
  • Minimum of 7 years experience managing people, leading teams, and driving continuous improvement initiatives.
  • Proven track record of developing and implementing preventative maintenance programs, managing vendor relationships, and achieving measurable performance improvements.

Education (minimum):

  • Bachelor's degree in business administration, Engineering, Transportation Management, Automotive Technology, or a related field is required.
  • Masters degree in a related field or a professional certification in fleet management or maintenance operations (e.g. ASE, CFM) is considered an asset.
  • Heavy Equipment Technician Certification considered an asset
  • A combination of education and work experience will also be considered.

Other Requirements, Conditions:

  • Must have a valid drivers license with a clean driving record, preferably class 1 or 2 commercial license.
  • Must be legally able to work in Canada.
  • Must pass police security clearance.
  • Must be a resident of the Bow Valley Area or willing to relocate.
