Position Summary

The Ontario Institute for Cancer Research (OICR) is seeking a Program Manager to join the Ontario Hereditary Cancer Research Network (OHCRN).Working with the Leader of OHCRN and Director of Adaptive Oncology, the Program Manager will function as the central interface between the project and scientific and administrative activities to assist in coordinating resources for the established OHCRN program at OICR. The Program Manager will be responsible for assisting with all planning, administrative and reporting activities within the research program. This role will interact frequently with the Leader of OHCRN, other project managers and Principal Investigators (PIs) from various research network activities across Ontario, and be responsible for the OICR-based administrative functions such as finance, human resources, facilities, grants and awards, procurement and communications.

Position Responsibilities

  • General Responsibilities:
    • Act as a central point of contact to the Leader of OHCRN for all administrative and research-oriented communications and reporting activities including budget oversight, operations planning, policies, key performance metrics
      • Bi-weekly meetings with Leader of OHCRN to keep them up-to-date on all OHCRN activities
      • Central point of contact for OHCRN budget, operations, communication, annual & quarterly reports
    • Nurture, build, and maintain internal and external collaborative relationships/agreements with relevant teams and community partners
      • Liaise with laboratories and Genetics clinics to identify carriers of hereditary cancer syndromes and Ontario patients undergoing genetic testing
      • Develop relationships with hereditary cancer syndrome clinical champions, Genetics clinics and pre-existing screening programs at regional hospitals and Ontario Health
      • Coordinate with Ontario Health to integrate research knowledge and workflow into their pre-existing screening programs and relay this information back to OICR to support development of provide-wide surveillance programs
      • Manage external relationships with other granting agencies, such as CIHR, and relationships with all partner institutions but does not pursue relationships independently
      • Develop and maintain relationships with community and patient partners, ensuring their insight is integrated into program activities
    • Make recommendations to the Leader of OHCRN regarding the development, planning and implementation of projects that will support the goals and priorities of the program. Works with the Leader of OHCRN to develop and execute these recommendations.
      • Strategize solutions for hereditary cancer syndrome cohorts utilizing OICRs strong relationships with Cancer Centres, Pathology departments and Genetics laboratories
      • Create a standardized platform for hereditary cancer syndrome cohorts and develop a hereditary cancer syndrome registry
      • Liaise with the OICR-supported Ontario Tumour Bank to create a hereditary cancer syndrome biobank
      • Leverage and expand existing OICR initiatives, such as Genomics and Genome Informatics Program and Translational Genomics Laboratory, to further develop genomic projects in hereditary cancer syndrome patients across Ontario
      • Identify opportunities for hereditary cancer syndrome clinical trials
    • Manage resources including budget and material requirements for the program and report on a regular basis to ensure accuracy and compliance among project teams. Identify gaps and work with PIs to fill gaps.
      • Manage entire OHCRN budget for OICR reporting
      • Ensure reporting at partner institutions are consistent with OICR records
      • Maintain an excel spreadsheet to keep track of inflow of funds, quarterly funds issued to partner sites that are consistent with OICR records
      • Close communication with OICR Finance department
    • Assist in sourcing additional personnel and resources as required
    • Provide team leadership and support professional development: Lead, mentor and support Clinical Research Coordinators (CRCs), ensuring effective performance management, professional growth and team cohesion
    • Work with OHCRN Team and OICR Communications to develop a cohesive OHCRN Communication Strategy
  • Oversee Project Management Activities Across the Program/Platform
    • Work with program PIs, external and internal collaborators (and their project managers where applicable) to develop realistic deliverables, milestones, performance indicators and timelines for research projects
    • Plan, schedule and organize team meetings, keep clear minutes, capture assignment of action items and ensure follow-up
      • Meetings scheduled with clear objectives
      • Minutes are documented with clear actions item that are executed
    • Create and manage resource workflow plans in accordance with budget allocations and project deliverables
      • Maintain project Gantt Chart and updated budget
    • Effectively manage project in accordance with OICRs policies and procedures
      • Adhere to all policies and procedures, consult with Legal and Privacy, Ethics and Grant services when necessary
    • Oversee development of procedures and processes for OHCRN program operations. For example:
      • Onboarding OHCRN team member procedures
      • Recruitment policies and procedures for participating sites
    • Create project specifications/requirements (task breakdown lists), schedules, milestones/deliverables and review practices
      • Annual scientific reports from partner institutions are collected and reviewed
    • Create, maintain and communicate to all affected stakeholders project documents (plans, specifications, reports, minutes, briefings, scope changes, budget analyses, resource workflow plans)
      • Regular communications with the OHCRN Steering Committee and Subcommittees
      • Organize and plan workshops and conferences
    • Communicates regularly with executive management and administration regarding the status of current project initiatives; obtains executive guidance and approval as required to advance initiatives
      • Update and Consult the relevant stakeholders via meetings and emails
      • Prepare Annual reports with the PIs and Leader of OHCRN and submit
  • Strategic Planning
    • Provide advice to the Leader of OHCRN regarding the development, planning and implementation of projects that will support the goals and priorities of the projects
    • Identify Risks and work with Leader of OHCRN and PIs to execute risk mitigation plans, revise as appropriate and elevate status/priority to relevant stakeholders where required
      • Work with internal Legal/Privacy to lead and complete Privacy Impact Assessment on OHCRN
  • Support Collaborative Activities
    • Liaise with partner institutions to facilitate: sharing of information, reuse of materials/ideas/approaches, cross-pollination and collaboration of synergistic ideas/tools/processes/projects
      • Assist Research Contracts and Privacy Specialist with DTA/MTA execution
      • Support CRCs in the completion of provincial ethics approvals with the Ontario Cancer Research Ethics Board (OCREB) and local REB applications at various sites, maintain approvals
    • Liaise with Legal Counsel to propose, evaluate, accept and execute on third party services/products if/where required
      • Close communication with internal Legal/Privacy lead
    • Performs cross-functional and/or other duties consistent with the job classification, as assigned or requested.

Qualifications

  • Masters degree in Genetic Counselling at a recognized University (Board Certified with the ABGC and/or CAGC), or in a scientific discipline preferably in oncology, genetics, molecular biology, or recognized equivalent
  • Work experience in cancer genetics in a research or health care setting
  • Familiarity with project management
