DEVELOPMENT TECHNOLOGIST

Position Overview:
Under the supervision of the Manager of Legislative Services/Municipal Clerk and the Manager of Public Works the Development Technologist is responsible for various activities related to municipal development and engineering including technical review of design, construction inspection and contract administration related to development and capital infrastructure projects.
This position is responsible for implementation and coordination of projects identified in the Township's development charges background study, water and wastewater master plans in collaboration with appropriate departments across the organization.
This position acts as the primary staff point of contact with residents on municipal drains.

Position Overview:
Under the supervision of the Manager of Legislative Services/Municipal Clerk and the Manager of Public Works the Development Technologist is responsible for various activities related to municipal development and engineering including technical review of design, construction inspection and contract administration related to development and capital infrastructure projects.
This position is responsible for implementation and coordination of projects identified in the Township's development charges background study, water and wastewater master plans in collaboration with appropriate departments across the organization.
This position acts as the primary staff point of contact with residents on municipal drains.
Core Responsibilities:
- Reviews civil engineering and related plans for proposed development and Municipal projects ensuring the appropriate application of the current version of the Township's Municipal Design Criteria & Standard Specifications.
- Assists in the review and maintenance of the Township's Municipal Design Criteria & Standard Specifications in addition to related policies and By-Laws (e.g. wastewater use).
- Assists in the review and update of engineering studies, development charges and master plans as well as the implementation of recommendations.
- Assists in the preparation of development agreements including but not limited to: site plan, plan of subdivision, plan of condominium and pre-servicing agreements.
- Participates in field inspections of development related construction projects to ensure site compliance with approved plans. This includes but is not limited to: Site Plan, Plan of Subdivision, Plan of Condominium and Pre-servicing.
- Reviews, provides comment and facilitates developer requests for reduction in securities, as required.
- Works closely with Township Engineer or external engineer on establishing servicing requirements associated with development applications.
- Reviews and provides updated as built information of Township infrastructure (e.g. water, wastewater, drains) to the County of Perth Technology Services (GIS).
- Coordinates the maintenance and servicing of Township Municipal Drainage infrastructure, working with the Drainage Superintendent, addressing general inquiries, capital and maintenance applications per the Drainage Act.
- Follows health and safety policies and procedures, the Occupational Health and Safety Act and other relevant regulations to ensure a safe working environment.
- All other duties as assigned.
Qualifications:
- Diploma in Civil Engineering Technology or equivalent. Certified Engineering Technologist (“CET”) designation from the Ontario Association of Certified Engineering Technicians and Technologists (“OACETT”) is required.
- Minimum of 3 years of relevant experience in engineering design/ development or equivalent is required.
- Proficiency with Microsoft Office 365 tools (Excel, Word, PowerPoint, Teams and Outlook) in addition to GIS software.
- Experience with various types of engineering drawings including legal surveys, plan and profile drawings, grading plans, drainage area plans and general servicing plans.
- Demonstrated knowledge of applicable standards with respect to construction and development agreement process, as well as having knowledge of applicable municipal, provincial and federal regulations in regards to standard construction practices, public sector procurement and occupational health and safety guidelines.
- General knowledge of the Township's Zoning By-Law, Municipal Servicing Standards, County Official Plan and Planning Act in addition to an understanding of the implications these have on development.
- Completion of the Rural Municipal Drainage Course is preferred.
- Ability to exercise judgement and communicate effectively with contractors, consultants, staff, other agencies and the public.
Working Conditions:
- Working hours are Monday-Friday 8:30 A.M. – 4:30 P.M.
- Work regularly involves direct contact with the public, elected officials, other levels of government, residents or staff to provide or obtain information important to the Township's operation;
- Works with interruption while expected to meet deadlines. Exposure to disagreeable people and situations can be expected;
- Work will include both office work and outdoor work within the Township. Varying weather conditions may include extreme heat, humidity, cold and wet. Work may include inspecting within confined spaces, in trenches or uneven ground. Work requires lifting, carrying, climbing and crawling;
- Inter-departmental assistance may be required on occasion.
- The wage range for this position is Grade 11: $36.78 - $45.97 per hour
