The City of Brooks requires one (1) Utility Clerk in the Finance Department.

Purpose:

This position is responsible for the administration, invoicing, and collection of the City of Brooks Utility (water, sewer, garbage and recycling) user fees in accordance with the Municipal Government Act (MGA), municipal bylaws and other regulatory requirements.

Roles & Responsibilities:

  1. Provides effective and efficient administration of City utility accounts including establishment of new accounts, account maintenance, billing, adjustments, penalties, account closures and collection of arrears;
  2. Prepares bi-monthly utility billing;
  3. Prepares arrears lists, calculates and applies penalties and adjustments;
  4. Maintains preauthorized utility payment listing. Prepares and submits the monthly electronic list to bank for automatic withdrawal from customer accounts for utilities;
  5. Prepares meter repair lists and works directly with the Works & Utilities department to ensure that proper and accurate billing information is maintained;
  6. Balances the utility trial balance to the general ledger on a monthly basis;
  7. Creates and modifies all reports and forms for utilities;
  8. Coaches and mentors co-workers to provide and enhance a positive work environment;
  9. Communicates with utility customers using professionalism, diplomacy and tact over the phone, via email and in-person;
  10. Maintains and is responsible for the utility billing (water, sewer, garbage and recycling) sub-ledger;
  11. Maintains the meter deposit general ledger account and co-ordinates refunds and deposits according to the activity in the utility billing;
  12. Works closely with the City's Utility Meter Reader to ensure that timely and accurate reads are obtained;
  13. Ensures confidentiality of sensitive information;
  14. Ensures filing is up to date and complete;
  15. Works closely with the Accounting Supervisor to ensure all accounting entries are approved prior to posting;
  16. Ensures that all rate codes are updated in accordance with all applicable bylaws;
  17. Ensures that year-end procedures and preparations for the annual municipal audit are completed as required;
  18. Develops a training and procedures manual for the position and provides training for coverage;
  19. Participates in cross-training duties and provides assistance to other administrative functions within the finance team; and
  20. Performs other duties as assigned.

Education & Experience:

  1. Accounting Certificate or enrolled in an Accounting Certificate program;
  2. Minimum of one (1) year experience in an accounting environment or related field;
  3. An equivalent combination of education and experience may be considered;
  4. Knowledge of accounting procedures and regulations;
  5. Ability to ensure all work-related information is kept confidential as per policy and in accordance with Freedom of Information and Protection of Privacy Act;
  6. Ability to plan, prioritize and manage workload, including the ability to tolerate frequent interruptions and still meet deadlines;
  7. Advanced public relations, written, and oral communication skills;
  8. Ability to work independently and as a part of a highly efficient team;
  9. Team-orientated with an open communication style;
  10. Attention to detail with a high level of accuracy;
  11. Demonstrated ability to show initiative; and
  12. Subject to a criminal record check.

Compensation & Benefits:

  • The City of Brooks offers a competitive salary and benefits package with this position falling within the scope of the Collective Agreement between the City of Brooks and the Canadian Union of Public Employees Local 1032.
  • This is a permanent full-time position. The Collective Agreement, including wages, can be found online at www.brooks.ca.
