Position Overview:

Reporting to the Executive Director, the HIV & HCV Program Manager will play a vital role in overseeing the implementation and management of revised HIV & Hepatitis C (HCV) Program at the Gilbert Centre. The Program Manager will oversee the non-clinical aspects of our HIV & HCV Programs, ensuring the highest quality of service delivery and adherence to organizational values. This role requires strong leadership skills, program management expertise, and the ability to collaborate effectively with multidisciplinary teams.

About Us:

The Gilbert Centre is a registered, not-for-profit charitable organization incorporated in 1995 in response to the HIV epidemic in Simcoe County and Muskoka Region. The mandate of the Centre has since broadened to not only support people at risk of, living with, and affected by HIV and other sexually transmitted and blood borne infections (STBBIs), but to also support and celebrate the lives of the 2S-LGBTQ+ communities in our regions.

The Gilbert Centre takes a broad, social determinants approach to our work that is based in social justice, health equity and human rights. We seek to engage individuals, families, organizations, institutions and communities as partners and collaborators in the work we undertake. We operate from a value system of harm reduction, sex positivity, queer and trans inclusion, and work towards greater anti-oppressive practices. We hope to see a future that does not criminalize sex work, or narcotics use.

Key Responsibilities:

Program Management:

  • Develop and implement strategies aligned with the goals outlined by the Ministry of Health, with a focus on reducing new HIV and HCV infections and ensuring access to timely treatment and care for individuals diagnosed with HIV and/or HCV.
  • Oversee all non-clinical aspects of the HIV & HCV Programs, including but not limited to program development, leadership and supervision of staff, performance evaluations, training and professional development opportunities, budget management, service schedules, funder reports, inventory management, and quality assurance. As needed, identify areas for improvement and implement solutions tailored to the unique needs of our clients.
  • Development of policies and procedures to ensure compliance with relevant regulatory requirements, standards of practice, organizational policies and procedures, and adherence to the Collective Bargaining Agreement (CBA) in managing bargaining unit staff.
  • Ensure accurate documentation and record-keeping practices in accordance with legal and ethical standards.
  • Collaborate with the Clinic Supervisor and clinical staff to ensure integrated and comprehensive care for clients.
  • Stay informed about industry trends, best practices, and regulatory changes affecting program operations.

Community Engagement and Partnerships:

  • Build and maintain partnerships with community organizations, healthcare providers, and other stakeholders to enhance access to services for priority populations.
  • Collaborate with relevant partners to develop educational programming and outreach initiatives aimed at increasing awareness and understanding of HIV/AIDS and hepatitis C within the community.

Teamwork & Collaboration

  • Engages in professional development, collaboration, networking, and relationship building with relevant campaigns and networks.
  • Contributes to the home-like atmosphere of the Gilbert Centre through interacting with participants, Ambassadors, volunteers, and participates in community programming activities when available.
  • Collaborates with management and other GC staff on projects and activities that strengthen the Centre's programs and services, including team meetings and organizational events.
  • Other administrative and operational duties and responsibilities as required.

Qualifications:

Required:

  • Bachelor's degree in a relevant feed of study, including social work, management & leadership, public health, health promotion, and nursing, or equivalent experience (educational, work, volunteer, lived, etc.).
  • Minimum of 3-5 years of experience in program management, preferably in the healthcare or social services sector.
  • Strong understanding of HIV/AIDS and hepatitis C prevention, treatment, and care, social determinates of health, as well as harm reduction principles and practices.
  • Excellent communication, leadership, interpersonal, and problem-solving skills.
  • Experience working with marginalized and underserved populations.
  • Legally able to work in Canada

Preferred:

  • Experience working within a unionized environment.
  • Proficiency in French (written and verbal) would be an asset.

Compensation:

  • $55,000-57,000 salaried at 35 hours / week

Additional information about the position:

This role is essential for meaningfully engaging and supporting systemically marginalized communities, including people living with HIV, people living with HCV, 2S-LGBTQ+ communities, People Who Use Drugs (PWUD), sex workers, and individuals experiencing homelessness. The Clinical Manager will oversee the department to ensure that these populations receive the necessary support and resources.
