Position Purpose Responsible for managing all aspects of project planning, development and implementation, research and data collection, support of procurement activities, stakeholder engagement, partnership relationship management, monitoring and progress reporting, etc. for the actions contained within the Council Resolution C-2024-0080; and the Building Faster Fund Investment Plan SI-2024-0015. The position understands and interprets federal and provincial program guidelines and funding requirements and opportunities; monitors and assesses impact on corporate initiatives, practices; conducts research, analyzes and develops innovative and strategic policies and programs to respond to community needs; prepares environmental scans and develops cross-functional and cross-organizational linkages and works in collaboration with York Region and other partners, toward addressing the local challenges related to affordable housing and homelessness to improve quality of life for Georgina residents. Minimum Qualifications University Degree in Business, Management, Engineering, Planning, Public Policy, or relevant discipline from an accredited University. Project Management Professional certification, Organizational Change Management, Certificate in conflict or dispute resolution, and Certificate in policy development and process improvement are all considered assets. Experience: Five (5) years of demonstrated experience in project management and planning, policy analysis, developing and delivering complex and multi-phased projects for a government body (i.e. municipality/province/federal agency, etc.). Direct experience related to policy and program development, project management and coordination of project teams and best practices approach to service delivery; with responsibilities in leading complex initiatives/programs related to Affordable Housing and Homelessness. This position will serve as a central point of contact for all external and internal stakeholders and will ensure successful development and implementation of associated programs, and policies; providing advice to Council, and Town and Town's Senior Leadership Team, and works with all Town and York Region staff and other partners to ensure successful advancement of the Town's Affordable Housing and Homelessness Program. Note: Should the Town's proposal for Intake 2 of the Government of Canada's Housing Accelerator Fund (HAF) through report SI-2024-0019 be approved this position could be scaled up to support the project management responsibilities associated with the HAF project. Responsibilities: Initiative and Program Development/Management: Leads the development and maintenance of the Town's Affordable Housing and Homelessness Program (related to implementation of the Council Resolution Actions and Building Faster Fund –BFF, Investment Plan), including any associated reports, presentations, policy research, analysis, change management and implementation, in adherence with provincial and federal legislation/ regulations and makes recommendations for approval Leads the development of new initiatives/programs related to the Town's Affordable Housing and Homelessness Program, including the research, analysis and evaluation of issues, maintains awareness of evolving legislation and policies in a local and provincial context, and outlines options and best practices; maintains awareness of current trends, issues and problem-solving approaches Gathers and analyzes information and data on program and funding related issues; impact and options analysis, environmental scans, and statistical reports;
