Reporting to the Director, Programs, the Manager, Employment Programs will leverage their change management experience to lead the Employment Services team through the government's transformation towards Integrated Employment Services. The Manager, Employment Programs will also identify and execute the strategic goals of our employment programs for adults and youth who are not in employment, education, or training. The Manager, Employment Programs will be responsible for the overall management and supervision of Springboard's Employment Ontario programs, City of Toronto's Purchase of Employment Service (POES) programs, and Foundation programs and the development of new employment programming.

The Manager, Employment Programs will lead a team of two direct reports and a staff team of 30 full and part-time unionized and non-unionized staff, as well as student and volunteer placements. Financial management responsibilities include the negotiation, planning, writing and monitoring of grants, foundation contracts, and government contracts.

Additionally, as part of the senior leadership team the Manager, Employment Programs will actively participate in the development and furthering of organizational strategic planning, program evaluation, communications and contingency/liability mitigation. The Manager, Employment Programs will be expected to demonstrate professionalism through excellence in knowledge, judgement and behavior and will demonstrate our core values of inclusivity, collaboration, innovation, care, and integrity.

Knowledge/Experience

Oversight, Engagement

  • Provide direction and motivation, model appropriate behaviour, guide and coach a diverse group of employees that results in a team that can meet its goals and objectives, while maintaining a healthy, productive, respectful and safe work environment that is free of discrimination
  • Ensure the application of all governing policies and procedures, the Collective Bargaining Agreement, and the needs of staff and clients
  • Manage all departmental contracts and budgets within specified parameters
  • Develop, manage, and achieve departmental strategic/operational goals and objectives as set out in the strategic plan and ensure the application of strategies to recruit, support and sustain a diverse workforce
  • Compile, analyze, and report on key departmental metrics and develop reports
  • Oversee and approve program budgets, purchases and expenses in accordance with Springboard financial policies and procedures
  • Work with the Manager, Communications & Fund Development to develop and write proposals to enhance programs and service delivery in alignment with strategic priorities

WHO YOU ARE

Education/Training

  • Five (5) years' leadership experience in social services, not for profit sector, or human resources management
  • Post-secondary education in a related field

Knowledge/Experience

    • Experience in motivating and empowering teams through planning, directing, monitoring team performance
    • Experience evaluating and directing employee development through training, career support, recruitment, and performance management
    • Program design, development, implementation and evaluation experience
    • Demonstrated successful project management experience
    • Experience in a leadership capacity to enact change and adapt supports and services to respond to evolving needs
    • Experience in financial management, including managing budgets
    • Relevant counseling/client assessment practices and new developments
    • Relevant government and community services and resource
    • Knowledge of the criminal justice system, employment programs and social service agencies

Skills/Abilities

  • Analyze relevant trends and issues, identify options and solutions and recommend change in order to meet diverse goals and objectives
  • Analytical ability to accurately interpret and ensure compliance with legislative, funder and organizational requirements in order to meet program goals and objectives

  • Ability to effectively build and manage relationships with external stakeholders, including all levels of government, other service providers and people supported to enact change and adapt supports and services to respond to evolving need
  • Demonstrated ability to collaborate and problem solve within a unionized environment.

Communication

  • Ability to communicate effectively both verbally and in writing clearly and concisely and provide/explain relevant information in response to often complex inquiries or issues at a level appropriate to the audience.
  • Proven crisis intervention/management skills to diffuse escalating situations and give direction and support to staff to do same.

Coaching

  • Ability to guide and coach employees toward positive growth in implementing the theoretical framework and practices of diverse programs and services.
  • Ability to advise and guide employees in conflict resolution and negotiation with individuals and groups resulting in a healthy, harmonious work environment.
  • Anticipate, assess and intervene in issues in the workplace, the organization and the community to effectively meet the organizations, funders, and community goals.

Project Management

  • Ability to plan, organize, prioritize and assign a high-volume diverse workload taking into consideration conflicting priorities, frequent interruptions and the needs of the team.
  • Ability to assess, develop, adjust, implement, and evaluate programming in collaboration with staff and others in order to meet the diverse needs of clients.

Technical

  • Proven computer skills in Microsoft Office and ability to learn relevant software
  • Knowledge of EOIS-CaMS and POES databases

Nice to Haves

  • Knowledge of the criminal justice system, applicable government legislations pertaining to the operation of programs, and social service agencies an asset.
  • Current Police Records Check.
  • Ability to speak French is an asset.
