Nature and ScopeThe Senior Financial Analyst is accountable for financial analysis and reporting to ensure effective and efficient department operations. This position will positively promote and create an environment that demonstrates SIIT's vision, mission, and mandate.


General Accountability
The Senior Financial Analyst oversees the creation, maintenance, and processing of financial reports and analysis, and oversees funding agreements and other revenue contracts. This position is responsible for providing internal budget-to-actual reports as well as meeting external reporting requirements.

The Senior Financial Analyst's primary responsibilities are to analyze and provide reports to meet internal and external client needs and oversee the recording and collection of revenues. The position works closely with the Senior Director of Finance in overseeing the financial and reporting functions of the Finance department, in addition to working with highly sensitive and confidential information. The incumbent will balance tight deadlines and competing priorities. The work environment requires constant monitoring, review, and approval of information to mitigate the risk of costly errors and includes the following broad areas of accountabilities:

Specific Accountabilities

External Reporting & Compliance

  • Prepare, review and submit reports, claims and invoices for various programs across the Institute
  • Conduct analysis of program expenditures, revenue and program funding as assigned
  • Ensure programs are in compliance with funding agreements and policy
  • Assist in preparation of funding submissions to various provincial and federal funding agencies
  • Compile data to meet regulatory and funding reporting requirements and deadlines
  • Assist and support the institute's annual external financial audit, while preparing reports and providing additional support as necessary
  • Maintain confidentiality at all times, ensuring that information is not released unless authorized by policy, required by law, or through written consent


Analysis

  • Lead quarterly financial outlook and forecasting processes
  • Implement the annual financial planning process of the Institute, including the internal consolidated annual operational plan/budget
  • Manage ongoing reporting against annual plan, including budget variance analysis, reports and projections
  • Analyze general ledger accounts and coordinate follow-up as required
  • Respond to requests from management for miscellaneous analysis and reports

Internal Reporting & Control

  • Support monthly, quarterly and annual financial close and reporting processes
  • Prepare journal entries and adjustments to records, files, and statements as required
  • Address financial inquiries from internal and external clients
  • Train and communicate processes and procedures to applicable SIIT budget managers
  • Develop and maintain an effective process and procedure manual that reflects best practice for department efficiency


People Management & Leadership

  • Coach, train and develop employees to assure growth and development
  • Conduct regular reviews with direct reports; ensure adherence to SIIT policies and procedures
  • Monitor and schedule vacations, overtime and other absences for direct reports, redistributing work as necessary to ensure customer service and work flow levels are maintained
  • Ensure a positive, diverse and inclusive work and learning environment
  • Assist in attracting and retaining employees through the recruitment process

Required Qualifications and Experience: A degree in accounting/business or a related field of study is required. A minimum of six years of accounting and reporting experience is required; an equivalent combination of education and experience may be considered. Advanced skills in Microsoft Excel including managing data with tables, manipulating data with pivot tables, and presenting with charts are required. A professional accounting designation would be considered an asset. Knowledge of First Nations cultures and organizations would be an asset. As an employee in the Finance department, this position is subject to accept or handle monies on behalf of SIIT. Therefore, a cleared criminal record check (CRC) is required.
