Job Description

ADGA is hiring a Senior Project Manager to provide subject-matter expertise to ensure that requirements effectively represent business needs at all phases of the Pay operations; supporting the Maintenance, Analysis, Design, Development, Testing, implementation and business content development activities.

The Senior Project Manager will be responsible for project management activities associated with cost/schedule/ scope control; risk management; project coordination and project reporting functions. The tasks may include, but are not necessarily limited to:

  • Planning and coordinating project management activities including financial, deployment and contracting aspects associated with any sub-projects;
  • Coordinating and preparing documentation in response to scheduled and unscheduled reports, and observations to update management on sub-project progress;
  • Preparing formal task proposals, work breakdown structures and compliance charts;
  • Producing draft plans and sections for incorporation into Project Implementation Plan or task proposals;
  • Monitoring the design, implementation and operations start-up of the project against established goals, objectives and milestones;
  • Reporting progress of the project on an ongoing basis and at scheduled points in the life cycle;
  • Meeting with stakeholders and other project managers and stating problems in a form capable of being solved;
  • Preparing plans, charts, tables and diagrams to assist in analyzing or displaying problems;
  • Provide knowledge transfer on project management activities and methodology to Canada staff through individual sessions, shadowing, coaching, demonstrations, and provide written instructions

The Senior Project Manager must also support, as required, the Planning & Change Management Office – by performing tasks including but not limited to:

  • Overseeing various phases in development and publication of the Intake Project;
  • Providing reports to Senior Management;
  • Supporting oversight on Centralized structure (GCdocs) for the Intake Project;
  • Reporting risks, collisions and capacity constraints as well as document Lessons Learned.
  • Supporting CS Pay in coordination for implementation;
  • Identifying project risks and develop mitigation strategies to address potential issues that could impact project timelines, budget, or objectives;
  • Conducting regular team meetings to ensure alignment, track progress, and resolve any issues that arise during the project lifecycle;
  • Supporting project costing and financial activities;
  • Developing and maintaining a comprehensive project schedule, including key milestones, deliverables, and deadlines;
  • Implementing quality assurance processes to ensure deliverables meet stakeholder expectations;
  • Overseeing change management processes, including assessing the impact of changes, obtaining necessary approvals, and updating project plans accordingly.
Qualifications

Mandatory

  • Must have a minimum of 15 years of experience as a Project Manager within the past 20 years as of the TA issuance date, where the resource must have performed every task listed below. You are not required to have 15 years of experience in each task. Any combination of years and tasks is acceptable:
    • Managed several Project Managers, each responsible for an element of the project and its associated project team.
    • Managed the project during the development, implementation and operations startup by ensuring that resources are made available and that the project is developed and is fully operational within previously agreed time, cost and performance parameters.
    • Formulated statements of problems; established procedures for the development and implementation of significant, new or modified project elements to solve these problems, and obtained approval thereof.
    • Defined and documented the objectives for the project; determined budgetary requirements, the composition, roles and responsibilities and terms of reference for the project team.
    • Prepared formal task proposals, work breakdown structures and compliance charts;
    • Give briefings on progress and concerns of projects;
    • Prepared draft evaluation plans, criteria and evaluation schedules.
  • Must have project management experience on at least one Business Transformation Initiative (project must be a minimum of 12 months within the past 10 years) in Information Technology involving a portfolio of interdependent or intersecting changes, which fundamentally modified how business was conducted.
  • Must have a minimum of 10 years of experience as a Project Manager in the Information Technology field, within the past 15 years.
  • Must have a certificate, diploma or degree that the proposed resource has qualified as a Project Management Professional (PMP).
  • Must have over 15 years of cumulative experience working as a Project Manager in a minimum 3 of the following functions:
    • risk management;
    • project control;
    • outcomes management;
    • change management;
    • quality management;
    • earned value management;
    • financial management.
  • Must have a minimum of one year of consecutive experience supporting a government (federal, provincial, municipal or Crown Corporation) project, where the project value was over $20M.
  • Must have a minimum of 6 months of continuous experience as a Project Manager on government (federal, provincial, municipal or Crown Corporation) projects for the implementation of either SAP or PeopleSoft within the last 10 years.
  • Should have a valid project management designation(s) in one or more of the following:
    • Certified Management Consultant (CMC) Certification;
    • PRINCE2 (Foundation) Accreditation;
    • PRINCE2 (Practitioner) Accreditation;
    • MSP Certification;
    • Prosci Certification;
    • Lean Black Belt Certification;
    • Master's degree in Business Administration from an accredited university.
    • Master's degree in Project Management from an accredited university.
    • Agile Certified Practitioner (PMI-ACP)
    • TOGAF 9 certification
    • Scrum Master certification
    • SAP Hanna 2.0 certification
  • Any valid ITIL certification; or, Release Management-specific ITIL certification is preferred.
