Band Manager Job Posting: JOB PURPOSE / SUMMARY

The Band Manager is a Senior Management position that will provide administration, leadership and support to all programs of Thessalon First Nation Administration. The Band Manager shall perform duties in accordance with statutory and operational regulations.

SCOPE

The Band Manager reports to the Chief and Council with a primary responsibility for the coordination and management of the Administration and operations of the nation.

KEY JOB FUNCTIONS

Financial Administration

  • Participates in financial resources and policy negotiations with provincial and /or federal and /or municipal departments, ministries and agencies as directed.
  • Maintains regular contact with external financial advisors and
  • Oversees finance and administration attendance for hours for
  • Continuously monitors expenditures against the approved budget and recommends budget modifications to Chief and Council as appropriate.
  • Provides regular and mandatory reporting on a monthly and annual basis to Chief and Council and Government agencies.
  • Ensures that required financial reports respecting external government grants and contributions are prepared and submitted.

Organizational Management

  • Meets with and consults with Senior Management team on a regular basis collectively and
  • Meets with and consults with staff on a regular basis collectively, and
  • The Band Manager will participate with Chief and Council in developing a vision and strategic plan to guide Thessalon First Nation in achieving successful results of the overall budgets and financial situations of the band.
  • Provide direction and assistance to senior managers regarding human resource

Supervisory

  • Conducts employee performance appraisals, discipline, recruitment, adherence to labour laws and personnel policy for employees and/or senior management on an annual basis.
  • Acts as a role model to other staff in the day-to-day execution of responsibilities of the

  • Represents Thessalon First Nation at conferences and forums as

Networking

  • Meets with and consults with federal and provincial officers responsible for funding as
  • Network and develop positive relationships with all levels of government and private sectors to ensure the optimum level of services is being provided to the Thessalon First Nation Band.

MINIMUM QUALIFICATIONS

Education and Experience

  • Post-secondary graduate degree of Business Administration or Public
  • Five (5) years of strong finance and management experience.
  • Must be bondable

Other Qualifications

  • Must provide a clear Criminal Reference Check from the Canadian Police Information Center (CPIC).
  • Must have Class “G” Ontario Driver's License in good standing and be able to
  • Must be able to meet deadlines, work flexible hours and or attend emergency

Knowledge

  • Accepted auditing standards, principles and
  • Business and audit related software applications and tools, including Microsoft
  • Must have knowledge of the Ojibway culture and traditions and significant characteristics of the social structures of Thessalon First Nation.
  • Comprehensive Financial management and
  • An understanding of relevant legislation, governance, policies, and
  • An understanding of the northern and first nation economic, cultural, and political
  • Knowledge of Occupational Health and Safety legislation, standards, and best
  • Knowledge of the Workplace Hazardous Materials Information

Skills

  • Leading or conducting assessments of complex business processes and
  • Relate effectively and supervise staff as a diplomatic and flexible team
  • Must be able to exercise supervisory responsibility for all staff in a team
  • Project management skills that support strategic and operational planning/implementation.
  • Experience conducting strategic audits and developing advisory
  • Experience conducting audit projects, preparing audit reports, and providing advice to
  • Change management skills to introduce innovative approaches to current
  • Relationship management skills to maintain relationships with clients and stakeholders, internal and external.

WORK LOCATION – On-site at Thessalon First Nation Administration Office, 40 Sugarbush Road, Thessalon, ON P0R 1L0.

TECHNOLOGY AND EQUIPMENT

Computer/laptop, Telephone, mobile device, common business applications MS-Office and Excel Spreadsheets.

PHYSICAL DEMANDS AND WORK ENVIRONMENT

The Band Manager will have to spend long hours sitting and using office equipment and computers, which can cause muscle strain. The Band Manager may also have to do some light lifting of supplies and materials from time to time. The Band Manager may have to manage several projects at one time and may be interrupted frequently to meet the needs and requests of Chief and Council, community members, staff, clients, and contractors. The Band Manager may find the environment to be busy, noisy and will need excellent organizational and time and stress management skills to complete the required tasks.

SENSORY DEMANDS

Sensory demands include use of the computer, which may cause eyestrain and occasional mental fatigue/headaches. The office may be noisy and busy making it difficult for the Band Manager to concentrate.

MENTAL DEMANDS

The Band Manager will have to manage several requests and situations at one time. Stress may be caused by the need to complete tasks within tight deadlines.

Key Relationships

Internal: The position requires interaction with supervisors, co-workers and other department managers, direct reports and staff. The key relationship and direction of position is with Chief and Council.

External: The Band Manager will interact with community members, contractors, federal, provincial and municipal departments and other agencies.

Pay Band Range

$90 000.00 - $120 000.00.
