Job DescriptionJob Description:Salary: $105,000-128,000 Hiring for the Town of CollingwoodPosition Summary Reporting to the Director, Infrastructure, the Manager, Growth & Development is responsible for leading a team that provides expert growth planning, infrastructure standards, capital planning input, development review and agreements administration services for roads, active transportation, stormwater, water and wastewater systems. Duties and Responsibilities For roads, active transportation (AT), stormwater, water and wastewater systems using in-house and consultant expertise:Deliver Growth Planning and Models (30%):Master Mobility and Transportation Plan (including Active Transportation) and modelIncludes Parking, traffic counts, stop signs, speed limits, traffic calming, signalization and timing, pedestrian crossings, crossing guards, ROW furniture, sidewalks, & bridgesStormwater Master Plan and model, and liaison with Conservation Authorities for natural hazard mapping and related considerationsWater and Wastewater Master Servicing Plan and piping modelsOther similar studies and modelsSupport corporate Planning lead on Official Plan and Zoning By-Law policies and provide comments on related work from other orders of government related to Division scope.Division Administration (20%):Participate as a member of the Department Director and Managers Team providing input on strategic planning and initiatives and corporation-wide Programs and Services, leadership of and participation on project teams and be a champion of the Town's Vision and Values.Oversee the management and retention of Division staff including engagement, performance goals and evaluation, mentoring, training and development formulation and authorization, discipline, health and safety, and promotion/transfer/termination decisions.Assess staffing needs and make recommendations for staff organization and complement changes to the Director and CAO; participate in the succession planning, recruitment and selection processes, review hiring recommendations, authorize the hiring of talent and onboarding.Prepare reports, make recommendations/presentations, and attend Council/Committee, Department Heads, and other meetings of the Corporation as required.Maintain communications with residents ensuring sufficient information is provided on growth and development engineering activities and events; monitor and investigate complaints and/or enquiries and take appropriate action in accordance with corporate policy.Build strong and professional relations with various community, development, and business stakeholders and always ensure effective communications.Responsible for managing department/project budgets, including collaborating with the procurement team to develop bid documents, evaluate submissions, maintain procurement standards aligned with Collingwood's by-laws, and updating the operational plan as needed.Prepare and recommend annual capital and operating budgets, long-range forecasts, and business plans for the division; monitor and administer approved budgets to ensure effective and efficient use of resources and provide expenditure updates/reports to the department Director when required; authorize payment of accounts.Develop, review and revise division policies and procedures; service levels and standards/performance measures, administrative processes and statistical/informational requirements. Review and evaluate the administrative and service delivery processes in collaboration with the department with a view of streamlining/updating practices and fostering excellent customer service. Coordinate with other departments to align programs and/or services to achieve division, department, and/or corporate goals, objectives, and initiatives.Ensure employees work in a respectful and safe manner, following all measures and practices in accordance with the OHSA, as well as division, department and corporate policies and procedures including workplace discrimination, violence, and harassment, customer service and accessibility policies.Develop Infrastructure Standards, Policies and Procedures Related to Growth and Safety (15%):Develop standards and policies based on data analysis, industry guidelines and standards, legislative changes and expert advice, and find resolutions to problematic issues.Confirm the application of infrastructure standards on all growth, asset management and safety related projectsApply to network and routine assessments of locations against standards and warrants, including and not limited to traffic signals, streetlights, stop signs, speed reduction, traffic calming, traffic counting, crosswalks, crossing guards, pedestrian, trail crossings, network safety screening and parking.Provision of dedicated staff resource to the Trails & Active Transportation Advisory Committee with respect to growth and safety projects and standards.Provide Department Leadership for Development Review (15%):Department leadership for assessing development applications under the Planning Act and Zoning By-law in collaboration with the Corporate leadership in Planning Division. Reviews include appropriateness and compliance with Town and Provincial policies, standards and best practices, and resource needs and prioritization to deliver within timelines Work with Corporate Planning lead, Corporate Finance and legal to support the formation of development, front end financing, and encroachment agreements.Responsible for the management of the Town's water and wastewater uncommitted hydraulic capacity allocation, which includes monitoring, projection. reporting of allocations and supporting the allocation process for future development in the Town.Responsible for the review and acceptance of infrastructure designs as being in compliance with legislated approvals.Research and prepare affidavits and provide expert testimony for LPAT hearing and other legal proceedings.Provide Input to Capital Planning, Budgeting, and Development Charge Work Related to Transportation, Stormwater, Water and Wastewater (10%):Proposed master plan related projectsProposed growth-related projectsProposed infrastructure standards (including safety warrant) projectsProvide Corporate Leadership for Development Agreement Administration and Customer Service (10%):Ensure development agreement commitments are met, including communications and customer service.Coordinate development securities, including reductions and releases as required.Provide oversight of development construction including site inspections, testing, witnessing and review of work.Address construction related issues that are elevated to Manager level.Prepare reports and recommendations on assumption for Council consideration. Work in compliance with the Highway Traffic Act, Occupational Health and Safety Act, WHMIS, AODA, applicable legislation, regulations, statutes, and corporate policies/procedures/practices and operational guidelines. Ensure that all necessary personal protective equipment (e.g. safety boots, hard hat, reflective vest, gloves, hearing protection, eye protection, etc.) are used and are maintained in good condition. Perform other related duties, as assigned, that are in accordance with job responsibilities and/or necessary departmental or corporate objectives, including assistance to other Divisions related to Division scope and expertise. Knowledge, Skills and ExperienceDegree in Civil Engineering or related discipline.Designation as a P. Eng or CET with demonstrated qualifications through experience. Designations of professional transportation and/or traffic certifications (e.g., PTOE, PP, RSP1, RSP2, etc.) are an asset. Seven (7) years of comprehensive related experience in civil-based engineering (transportation, traffic, sanitary, stormwater), including four (4) years at a management level in an Ontario municipal engineering environment. Experience to include five (5) years progressive capital planning experience including preparing, implementing, and monitoring budget plans and procurement processes. Demonstrated success in leading cohesive and motivated teams to meet corporate goals, objectives, and initiatives.Thorough knowledge of applicable legislation; Highway Traffic Act, MTO Highway Design, MTO Regulations, Ontario Water Resources Act, MEA Municipal Class EA Guidelines, Ontario Structural Inspection Manual, NVCA Regulatory Area mapping, OPSS Drawings and Specifications; Municipal Act; Planning Act; Development Charges Act, professional engineering principles and best practices, MTO, TAC, OTM, ITE Design Manuals, MECP sanitary, stormwater and drainage management regulations and design manuals, Ontario Building Code, OHSA.Multidisciplinary engineering knowledge (design, construction, and maintenance) of transportation and traffic engineering, bridges, stormwater management, water and wastewater systems, with an emphasis on long-term strategic planning of core infrastructure. Thorough understanding of planning application processes and construction of development infrastructure and features.Thorough knowledge and understanding of the role of local government, the context in which the Town operates, and the roles of Council and staff in this environment. Demonstrated sound political sensitivity and judgement and strong customer service focus.Excellent administrative, communication, interpersonal, organizational, time management, project management, supervisory/leadership, and public relations skills, together with the ability to use tact and discretion and to deal courteously and effectively with the public and fellow staff members. Excellent verbal and written communication skills with the ability to clearly communicate in a manner that builds understanding and maintains cooperative and constructive relationships.Ability to multi-task, cope with interruptions and work under pressure to meet multiple deadlines, exercise discretion and good judgment. Possess high level of initiative and personal integrity.Physically capable of performing the required functions of the position and wearing the applicable personal protective equipment.Working knowledge of Windows and Microsoft Office applications, Blue Beam software, AutoCAD, modelling and GIS software, and office equipment.Valid Class “G” driver's license and current Driver's Abstract with results satisfactory to the Employer. Ability and willingness to travel within the community as required.Possess a current Criminal Record & Judicial Matters Check (Level 2) with results satisfactory to the employer, and a valid standard first aid & CPR/AED Level C certification. Physical Demands and Working Conditions Physical Effort: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this position. Normal hours of work are thirty-five (35) hours per week, usually Monday through Friday, 8:30 a.m. to 4:30 p.m. with a one (1) hour unpaid meal break. Flexibility in scheduling is necessary as there may be the occasional requirement to attend to functions outside of normal work hours, respond to urgent matters, or work overtime as needed. Physical Environment: Work is conducted in a standard office environment. (90%) Work involves travelling to other Municipal buildings or off-site locations, out of town meetings and training held in meeting rooms or conference rooms. (10%) This position may be considered suitable for a hybrid work arrangement (e.g., combination of on-site and remote) per Employer policy. Sensory Attention: Visual concentration and repetitive keyboarding tasks. Ability to coordinate hands and eyes rapidly and accurately when using equipment. Periods of continual visual concentration and must be able to distinguish numbers and characters on an electronic and projected screen. Vision abilities required include close vision, colour vision and ability to adjust focus. Requires the ability to use mathematical formulas and prepare and read a variety of reports, letters/ correspondence, budgets, purchase orders, grant proposals, etc. (70%) Requires the ability to communicate effectively including explain processes, programming schedules, instructions and speaking before groups of people. (30%) Stress: Limited mental stress, in normal situations with various pressures where the seriousness of the outcome will range from limited to uncertain. (60%) Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with difficult or emergency situations. (30%) Some exposure to disgruntled members of the public.
