Position Summary

The Human Resource Operations Specialist assists with carrying out responsibilities in some or all the following functional areas: recruiting and staffing, pre-employment processes, new hire orientation, and onboarding.

This person will focus on 60% sourcing, and 40% other recruiting projects, including some administrative duties within the recruiting cycle.


Our field operations support a variety of critical roles in infrastructure (roads, highways, tunnels & bridges) and this role will support everything from staff to senior level positions. Success of this role this will be managed through daily use sourcing methods, applicant system mining, trade and college recruiting, daily use of social media & other sourcing technology to identify, attract, and hire high-quality talent. The successful candidate for this role will have a proven track record of identifying and executing creative sourcing methods to build and maintain a solid pipeline of candidates to include proficient networking skills to build a solid pipeline of candidates.


Primary Duties and Responsibilities

  • Works directly with and reports to the Human Resource Business Partner.
  • Strong sourcing skills and abilities through use of sourcing tools, resume mining, Boolean searches and other innovative methods to seek qualified talent (i.e. Indeed database searching, LinkedIn search license and Boolean key word ability).
  • Strong communication skills, to support the process and provide pre-screened leads to the recruitment team and hiring managers, with strategic screening and quality vetting.
  • Will need to research and grow market pipelines, community resources, and other grass-root efforts, to support business growth, across the United States, and Canada. Must have strong ability and experience with screening candidates, and being able to effectively assess and rank talent pools
  • Assist in the selection and hiring process of employees which includes recruitment, interviews, offers, pre-employment process, and onboarding process.
  • Will need to adhere to and manage quality HR hiring practices, internal hiring workflows, headcount approval documentation, interview documentation and candidate application processes.
  • Assist with coordinating onboarding information and preparation including communicating with new hires, organizing employee orientation, creating new employee files, and ensuring all necessary new hire paperwork is properly filled out and submitted to appropriate persons.
  • Assist with organizing, maintaining and updating employee HRIS information as needed.
  • Assist with compiling monthly and weekly reports.
  • Must demonstrate agility and ability to multitask, often dealing with competing priorities
  • Must demonstrate ability to be independent in his/her work, ability to utilize sound judgement as it pertains as it pertains to recruiting, working in collaboration with other departments.
  • Must be able to consistently demonstrate teamwork and ability to work under pressure. The successful candidate will be comfortable working with others, across teams and being responsive, flexible and collaborative.
  • Experience recruiting in related industry is preferred (i.e. engineering / construction / blue collar workers)
  • Must be willing and able to work some evenings, weekends and holidays.
  • All other duties as assigned.

Knowledge, Skills & Abilities

  • Skilled in phone screening, and in person interviewing (vetting out technical and behavioral fit)
  • Able to create documents as needed, as we are creating new processes and improving on others, across the business (i.e. job descriptions, phone screen templates, and other recruiting tools/documents)
  • Ability to be agile with change and changing systems
  • Ability to have strong attention to detail, produce quality work including follow through.
  • Skilled in communicating with hiring managers and candidates, to deliver updates and other recruiting updates
  • Reporting & analysis on candidate workflow via Excel
  • Strong verbal and non-verbal communication skills (bilingual communication skills an asset)
  • Sourcing capabilities through a variety of tools (i.e. Monster, Indeed, LinkedIn, Boolean key-word search), including researching other market trends to find candidates
  • Must be able in managing the entire life cycle of a requisition, which includes job postings, and creating offer letters, creating documents, etc.
  • Ability to successfully manage large Projects such as new business mobilizations and internship programs.

Education and Experience

  • College Diploma in Human Resources highly preferred / will consider several years of relevant experience in lieu of diploma.
  • Seeking 2+ years of full cycle Staffing/Recruitment experience preferred
  • Head-hunter/staffing agency experience is a plus, the role must also understand internal HR Recruiting hiring process and best practices
  • Must be able to present, communicate and deliver in a professional manner.

Work Conditions / Physical Demands

  • Must be able to work in an open office environment where noise level is low - to moderate
  • Must be able to work basic office equipment, such as laptops, keyboards, scanners/copiers, including packing, lifting and moving HR files when and if needed
  • The employee is regularly required to sit for long periods of time and occasionally stand.
  • Use hands and fingers, reach with hands and arms.
  • Vision abilities include close and distance vision and ability to adjust focus.
  • Must practice safe work methods to remain accident and injury free.
  • Constantly operates a computer and other office productivity machinery, such as calculator, copy machine, and printer.
  • Required to travel locally, overnight or internationally.
