Job Description

We are currently looking for an experienced “Life Cycle Material Manager Technician” to provide support to the "Electronic Warfare Equipment Management Team" on a well-established Defence program!

In this role, you will maintain electronic records and physical stores of EW equipment held at our client site for the primary purpose of the obsolescence management of EW assets, and in support of EW capability development.

You will need to maintain working knowledge of current and future technological developments in the EW space in order to advise equipment delivery planning cycles and other EW-related planning activities. The resources must assist with co-ordination between military, public service, contractors, and with private industry.

Specific tasks will include:

  • Management of authorized Electronic Warfare equipment distribution.
  • Ensuring fielded EW baseline is maintained.
  • Ensuring configurable items (CI's) are per specs and analyzing failure rates and/or Engineering changes.
  • Development and maintenance of EW technical publications, including Engineering schematics/diagrams, parts lists, Engineering changes data, test & evaluation.
  • Provide system specialist user audits and feedback.
  • Support testing and evaluation.
  • Procurement support by providing information to identify terms & conditions (packaging marking, security, quality assurance etc.), SOWs, specifications, data item descriptions, and TDP for OEM.
  • Provide advice to procurement planning in support to EW obsolescence management.
  • Assist with the training and development when onboarding new EW support staff through informal discussion regarding the state of EW technology and their experiences supporting EW capabilities.
  • Support EW Change Management process through configuration of EW Baseline and integration of new devices and technologies to EW systems and networks.
  • Advise EW obsolescence management planning and execution as EW network and software SME.
  • Configuration of Intelligence, Surveillance and Reconnaissance Configuration Items (ISR CIs) within the HQ Domain and MD.
  • Manage the map solution for the Black Bird NextGen system using the MapSpark service on an Open Geospatial Consortium (OGC) standard map server.
  • Manage and maintain NCR EW Test Network.
  • Developing, designing and maintaining test beds, and test procedures; and
  • Fulfil the roles and duties of ISTAR/Geo scrum master for the MD.
Qualifications
  • Will be traveling across the National Capital Region as needed to perform duties. The prime work location will be Gatineau. Occasional trips to Kingston for work also included.
  • Software skills: ability to work well under pressure and in fast paced environment, a strong team player with excellent communication skills, a quick learner, and adaptable.
  • Must hold a valid (be eligible to obtain) Secret Level 2 PSPC Clearance.
  • Previous experience using DRMIS (Defence Resource Management Information System) is a strong asset. Experience with SAP modules also considered.
  • Will not require previous LCMM experience in support of "Electronic Warfare equipment" specifically, but must meet the following LCMM position requirements below.
  • Must have proof of College Diploma in Electronics, Computer Technology or a relevant technical field required support LCSS (Land Command Support Systems) or Demonstrated Qualification Level 6B (QL6B) in a relevant technical field required to support LCSS and demonstrated minimum substantive rank of Warrant Officer in the Canadian Forces.
  • 6+ years of demonstrate experience within the last 8 years in a minimum of 6 of these assessment criteria below:
    • Experience using a recognized Process framework or using a LCMM Handbook.
    • Experience working on Enterprise Resource Planning (ERP) software (e.g., SAP) for equipment cataloguing.
    • Experience working on ERP for maintaining and developing checklists.
    • Experience working on ERP for coordinating equipment distribution.
    • Evaluating and providing solutions to deficiencies in Technical Failure Reports (TFR) and Unsatisfactory Condition Reports (UCR)
    • Analyzing Statements of Operational Requirements (SOR).
    • Reviewing Technical Data Packages (TDP).
    • Planning and executing equipment demilitarization and disposal.
  • 3+ years of demonstrated experience within the last 5 years in the preparation of technical documents including requirements, specification, checklists, bulletins, reports, proposals equipment disposal plans etc.
  • 4+ years of demonstrated experience in at least 4 of the following assessment criteria:
    • Developing briefings notes and presentations to address technical and logistics issues pertaining to equipment.
    • Consulting with stakeholders to support the life cycle management of equipment.
    • Providing advice, guidance, and recommendations on technical issues to support the decision-making of senior management.
