We're looking for talented individuals to join the Corporate Procurement and Member Leasing Services in the roles of Manager, Contracting Services; Senior Specialist, Procurement; and Specialist, Procurement.

Our procurement team is dedicated to the effective, fair, and transparent sourcing and acquisition of diverse goods and services required by the House of Commons. This supports Members in their parliamentary functions, ranging from travel services to enterprise software, furniture, and professional advisory services. In these roles, you will collaborate with clients to research, plan, negotiate, document, and establish high-value contracts with external suppliers.

About the Roles
The incumbents of the positions to be filled ensure due diligence with regard to ethics and House of Commons values and promote the principles of access, transparency, and fairness throughout the procurement process. Their responsibilities include identifying opportunities to reduce the total cost of ownership/service, managing strategic sourcing processes, maximizing relationships with suppliers, customers, and clients, minimizing risk, and optimizing best value. Keeping abreast of current legislation, policies and emerging trends in public sector procurement is crucial.
As the Manager, Contracting Services, you will develop strong relationships with your client groups to help support them in planning and designing their procurement projects and priorities. As a business enabler, you will advise them on sound procurement strategies that meet operational requirements and have the intended results at the best value. You will foster a supportive, innovative, and learning culture for your team of procurement specialists of varying levels of experience, ensuring service targets are met. Reporting to the Director, you will play a key role in introducing, sustaining, and reporting on the results of a number of improvement initiatives. To be successful in this role, you will draw on your extensive background in public sector procurement, exceptional people and bilingual communication skills, and your change management experience.
In the Senior Specialist, Procurement role, you will conduct and oversee procurement on behalf of the House of Commons, including the design and implementation of the House's most complex procurement initiatives, while ensuring compliance with the House of Commons Procurement Policy and practices. This includes market and category analyses, process oversight, and negotiation of pricing, incentives, and performance adjustments with vendors. You will directly or indirectly supervise team members who help you execute procurement activities and ensure projects are fully documented. You will assist clients in executing contract and vendor performance activities. To be successful in this role, you will draw on your extensive experience in designing and leading requests for proposals, ideally in a public sector context. You will expertly deploy your ability to understand the larger business context and objectives while attending to detail with the goal of ensuring procurement guardrails are respected. In current or past roles, you are seen by your teammates as a procurement expert and coach who enjoys helping less experienced team members grow.
In the Specialist, Procurement role, you will conduct procurement of varying complexity on behalf of the House of Commons. At times you will support a Senior Specialist, Procurement in designing and executing complex procurement, and/or you will lead straightforward procurement projects from end-to-end. You will conduct financial and market analyses, develop, and execute sourcing and procurement strategies, negotiate directly with vendors, and complete project documentation with precision. You will support Senior Specialists or clients in contract and vendor performance activities. You will provide training to clients on the execution and documentation of call-ups against agreements. To be successful in this role, you will draw on your minimum of 5 years of procurement experience including negotiating contract amendments and/or single source agreements, fully or partially designing and executing requests for proposals, and analyzing various elements related to procurement, contracts, pricing, etc.

Education, Accreditation, Certifications, and Licenses required for the Manager, Contracting Services role:
- Bachelor's degree or college diploma, supplemented by formal training or certification in the field of professional procurement management or market/supply chain management such as PMAC (Purchasing Management Association of Canada) Certified Professional Purchaser (CPP) designation, an APICS (American Production and Inventory Control Society) Certified in Production and Inventory Management (CPIM) designation, a Government of Canada Certificate in Procurement, Materiel and Contract Management and Real Property or other equivalent training and experience.
Education, Accreditation, Certifications, and Licenses required for both Senior Specialist, Procurement, and Specialist, Procurement roles:
- Bachelor's degree or college diploma in administration, finance, or commerce, supplemented by formal training and certification in the field of professional procurement management or market/supply chain management OR an acceptable combination of education, training, and experience.
Experience required for the Manager, Contracting Services role:
- Significant experience in building and maintaining relationships with clients in a procurement context;
- Experience in leading procurement processes adhering to government guidelines, including cost analysis, bid evaluation, and contract negotiation;
- Experience in streamlining and improving procurement services and practices;
- Experience in leading people, planning objectives, and driving team performance.
Experience required for the Senior Specialist, Procurement role:
- Extensive practical experience in leading complex, multi-dimensional procurement projects and issues in a public administration environment;
- Experience in developing multi-year procurement plans and practices, strategic procurement planning, negotiating major, complex, unique, or sensitive service area business, and applying policies to resolve problems.
Experience required for the Specialist, Procurement role:
- Practical experience in managing multidimensional procurement projects and issues in public administration;
- Experience in supporting multi-year procurement plans, requirements, and practices, strategic procurement planning, negotiating, and administering complex, unique, or sensitive service area business, and applying policies and directives to resolve problems.

Annual rates of pay: Manager, Contracting Services (ADG-B) $104,697 - $132,476; Senior Specialist, Procurement (ADG-C) $95,700 - $121,088; Specialist, Procurement (ADG-D) $83,912 - $106,175.
