SCOPE:


The Senior Policy Analyst will lead policy research, analysis, and development to make effective strategic recommendations for improved public policy that supports the safety of Indigenous women. They will provide evidence based public policy leadership on ONWA's advocacy for the ongoing development of culturally relevant policies, legislation, and best practices. The Senior Policy Analyst will conduct research and perform analysis of local, provincial, national, and international reports, policies, programs, initiatives, and economic trends that affect the well-being of Indigenous women and their families. They will examine existing and emerging legislation and policy development to uncover the potential impacts on Indigenous women, and their families. The Senior Policy Analyst will write decision documents, such as business cases, briefing notes, discussion papers and policy papers for approval. They will lead the development, coordinate, and present briefing materials, reports, information, and presentations on current issues for ONWA's management and senior leadership team, including provincial and national partners and committees.

The Senior Policy Analyst will support the ONWA in a variety of provincial, national, and international advocacy efforts and will represent ONWA at regional, provincial, national, and international committees and tables.

QUALIFICATIONS:

  • A post-secondary degree in Political Science, Public Policy, Public Administration, Public Affairs, Social Science (s), or Women's/Indigenous Studies (master's preferred).
  • Minimum of 5 years work experience in policy roles with demonstration of progressively responsible work experience with Indigenous peoples.
  • Advanced policy acumen, experience analyzing and/or developing policy for Indigenous peoples.
  • In-depth knowledge and understanding of Indigenous issues.
  • Experience with project management and managing cross function projects.
  • Experience in the development and implementation of work plans, deliverables, and reporting.
  • Experience in end-to-end policy development cycle, including critical analysis, options development, and evidence-based decision-making using an Indigenous Gender-Based Analysis.
  • Critical thinking skills to analyze policies and procedures, identify weaknesses or limitations, formulate, and defend positions, and propose innovative solutions.
  • Possess sound analytical, problem solving and decision-making competencies.
  • Experience in developing and delivering presentations, written submissions, written and oral briefings and recommendations to a variety of audiences.
  • Knowledge of government systems, administration, and the ability to interact with multiple government departments, Indigenous organizations, communities and not-for-profit.
  • Effective organizational and time management skills with the ability to follow through on
    assigned duties independently within strict deadlines.
  • Dependable, able to follow instructions, respond to management direction and can improve performance through management feedback.
  • Excellent written/oral communications, with emphasis on keen listening and ability to effectively interpret verbal communications and needs of prospective Community Members to a variety of audiences.
  • Ability to work well independently and as part of a team.
  • Excellent working knowledge of Microsoft Office; competency working with other databases.
  • Ability to speak an Indigenous Language is considered an asset.
  • Cellular phone and internet access are required within this position.
  • Must be willing and able to work flexible working from home arrangement. This may include a combination of virtual remote work in your home and in office arrangements. This will be based on operational needs and determined by the ONWA.
  • Current, valid vulnerable sector criminal records check. Valid 1st Aid/CPR.
  • Ability/willingness to travel as required.
