JOB DESCRIPTION
The Senior Project Procurement Specialist is accountable for supporting key aspects of the Procurement lifecycle, with specific focus on the modernization of facilities required for the future production of the River Class Destroyer program. The individual will work closely and collaboratively with the Infrastructure Project Team.
RESPONSIBILITIES

  • Project Procurement / Contracting activities including:
    • Development and implementation of infrastructure engineering and construction sourcing strategies for complex project scopes
    • Analysis of market/supply conditions (e.g. availability, pricing, lead-times and capacity)
    • Identifying commercial / contractual approaches and to achieve project objectives Development and execution of contracting plan
    • Support development of Procurement / Contracting plan
  • Pre-contract award activities including:
    • Development and recommendation of contracting strategies
    • Supplier sourcing and qualification activities
    • Competitive proposal process - RFX
    • Proposal evaluations / supplier selection
    • Analyzing scope of supply and customer contract agreements, carrying out risk analyses and introducing recommendations to prepare for negotiations with suppliers (back-to-back where appropriate) - and to initiate appropriate measures
    • Preparing and securing approval of the award recommendation
  • Post-contract award contract management including:
    • Execution of Procurement / Contracting plan
    • Coordinate with the suppliers and sub-contractors the clarification sessions and kick-off meetings.
    • Lead procurement activities, negotiations and contract administratio
    • Supplier Performance management including supplier progress, quality, cost and delivery
    • Risk identification and management within contract portfolio
    • Responsible for preparing and monitoring all contracts milestones with suppliers and sub-contractors
    • Assure compliance with all company contracting and procure-to-pay policies and procedures.
    • Liaise between client, supplier and the company regarding project schedules, work progress plan, budgets, procedures, QA and shipping plans

QUALIFICATIONS

  • Knowledge - education, certificates, licenses, registration, and knowledge required
    • Bachelor's Degree in related discipline (e.g. Business, Supply Chain, Law, Engineering) or equivalent years of professional experience.
    • Professional knowledge of complex contracting, preferably construction or manufacturing environments.
    • Supply Chain accreditation would be considered an asset: e.g. SCMP, MCIPS or ISM
  • Technical Skills - required skills to apply knowledge
    • 5+ years in Supply Chain/ Contract Management.
