Utilizing a staff of 18 people, the Director, Kitikmeot Regional Operations manages the departmental regional budget and the administration of pay and benefits to approximately 600 regional employees; assist in Internal Audit Services Division as the need arises; oversee information processing and management; direct the training of regional employees in data entry; inquiry and report processing on FreeBalance and ePersonality; ensure timely payment of all government accounts payable; ensure credit and collections activities are done; provide advice and interpretation of the Financial Administration Manual (FAM) to regional departments and agencies; and facilitates financial and pay and benefit services to the GN. The Director, Kitikmeot Regional Operations provides direction and supervision to the Manager, Financial Operations and Manager, Payroll and Benefits; ensure financial transactions are processed in accordance with government policies, procedures, manuals and directives; provide revenue accounting, payable/commitment accounting, and payroll and financial support services to all departments in the Kitikmeot region on a timely basis; and on time payments of suppliers and investigate and take corrective action to deal with delays in payments; provide advice and guidance to regional department managers on the exercise of control and monitoring of actual expenditures and commitments in order to avoid overspending of approved budgets; coordinate the preparation of Kitikmeot Regional Operations' operational plans and budget; ensure the training of regional staff in order to maximize the utilization of the computerized accounting, and payroll systems and subsystems used in support of the major systems within each regional department; and participate in regional and territorial reviews, special purpose committees or task forces and may participate in public forums affecting government/community relations. An in-depth knowledge of public administration; financial planning and budgeting; human resource management; strategic planning; evaluation; and principles and proven experience in the application of this knowledge is complex situations having discrete or wide-ranging impact; knowledge of Financial Accounting Systems and Human Resource Information Systems; All manager positions must indicate leadership, or supervision of employees/performance management requirements. The knowledge, skills, and abilities required for this job are usually obtained through a recognized a Post-Secondary Degree in Public Administration, Economics, Business Administration or related field and an additional five (5) years of progressive management experience in a related field. Equivalencies that consist of an acceptable combination of education, experience, knowledge, skills and abilities may be considered. A professional accounting designation would be considered an asset. Fluency in more than one of Nunavut's official language is an asset. Knowledge of Inuit language, communities, culture, land and Inuit Qaujimajatuqangit is an asset. An eligibility list may be created to fill future vacancies.
