Position Summary:

This role leads the development, implementation, and evaluation of Integrated Youth Services across New Brunswick. The responsibilities of this role include collaborating in strategic and operational planning, making sure services are aligned with determined priorities, and evaluating feedback from participants involved in the services, as well as ensuring best practices in services by developing training, standard, and knowledge products. Within the context of IYS model of care and in accordance with the mission, vision, values, and strategic directions of CMHA of NB, this role promotes a safe, respectful, and civil working environment for patients, residents, families, visitors, and staff.

Main Duties:

  • Develop and implement strategic and operational plans for NB-IYS, incorporating youth and families' feedback and aligning these plans with policy direction and priorities of the provincial government and partners.
  • Work with the provincial office to establish work plans and service project deliverables; track progress according to project/service plan, monitor, report on the status of project/service plan and major issues/obstacles encountered and make recommendations regarding project /service plan as needed.
  • Develop knowledge products (e.g., templates, resources, guidelines and standards) and provide training regarding evidence-based standards and best practices for integrated youth services, to support fidelity to the service delivery model.
  • Collaborate and build strong relationships with IYS sites to plan, develop, and support the implementation of systems and programs designed to monitor, evaluate, implement, and improve the quality of services provided
  • Support the development of the service plan, ensuring it is well defined, operationally feasible, efficient, and effective for integrated youth services and delivery. Works collaboratively with IYS team members, community partners and contracted services to ensure that the requirements identified in the service plan are reflected in the development of the physical environment at each site and the operationalization of core service streams.
  • Supervise local management teams related to onboarding, implementation of services, and ongoing iterations of service development towards fidelity and integration.
  • Use an Implementation Science approach to service implementation, including evidence-based research in clinical practice to interpret policy, procedures and standards related to client care, and to identify best practices and support their implementation.
  • Collaborate, develop, implement, and monitor the implementation of service frameworks and programs, and procedures to support implementation at IYS centres.
  • Collaborate and participate in the development and implementation of an infrastructure for conducting research evaluation and an evaluation framework, including planning research activities, data analyses, interpretation, summarization, and knowledge sharing.
  • Lead the process of updating and refining the Minimum Data Set and develop a data governance plan that addresses data management (including security and privacy), data
  • standards, data collection practices, and data reporting consistent with internal and external requirements.
  • Collaborate, develop, implement, and monitor performance and quality indicators for IYS centres and the central office, as well as develop and implement initiatives to address any
  • identified quality assurance issues, including overseeing improvement of data quality at IYS centres.
  • Collaborate, develop, and implement a knowledge translation strategy to translate research and evaluation data into knowledge and practice with IYS centres staff and policy makers.
  • Collaborate with other research partners and represent IYS NB in meetings related to research, evaluation and data governance
  • Collaborate with key partners at community and governmental levels, including lead agencies, community sector representatives, regional health authorities, and public services organizations, to support clinical pathway development, data evaluation, and strategic implementation plans at IYS sites.
  • Support the IYS central office and local sites regarding financial oversight and budget related to research and implementation activities.
  • Perform other related tasks, as assigned.

Qualifications:

  • Preference will be given to candidates with a PhD or master's degree in health/social science discipline with strong research skills, and three or more years of recent leadership in program implementation and managing evaluation, as well as research activities in a health care or community setting and working with youth and young adults with mental health issues and/or substance use. A combination of related work experience, education, and training will be considered.
  • A valid Work Permit is mandatory for temporary residents.
  • Residency in New Brunswick (NB) or willingness to relocate is mandatory.
  • Proficiency in both English and French languages is an asset
  • A new Criminal Record and Vulnerable Sector Check is mandatory.

Knowledge, Abilities & Skills:

  • Knowledge of the formal NB mental health system, community organizations, and resources, including CMHA of NB programs.
  • Demonstrated comprehensive knowledge of healthcare systems and relevant Acts, pertinent regulations, policy, procedures and other statutory and certification requirements.
  • Demonstrated knowledge of youth and family development, risk and protective factors for health development, mental health and substance use concerns and evidence-based best practices for the treatment of various disorders.
  • Comprehensive knowledge of Implementation Science and Practice frameworks, and project management principles and methodologies.
  • Demonstrated knowledge of health research methodologies and principles, outcome measurement tools and psychometrics, evaluation process and performance monitoring frameworks, and data analyses.
  • Demonstrated knowledge in the completion of literature reviews for best practices and in the development and implementation of evidence based clinical care pathways.
  • Ability to work with large data sets and generate reports and materials that communicate findings to various audiences in an effective written, visual, and spoken manner.

Working Conditions:

  • Flexible work schedules may be required to meet operational requirements.

  • This position will report directly to the Director, New Brunswick - Integrated Youth Services
