Atlantic Community Shelter Society (ACSS) is a not for profit organization funded by the Department of Community Services and governed by a volunteer Board of Directors. ACSS is a new enterprise undertaken in response to a serious and urgent need to address homelessness within the community of Halifax Regional Municipality.
ACSS's temporary pallet housing and tiny home solutions will be offered to individuals to provide protection, safety and security. This approach allows the basic needs of individuals to be met while more permanent housing solution opportunities are identified. Every person living at ACSS will have individual plans to identify their unique challenges and needs and a solution-oriented approach to overcome the barriers that prevent them from securing permanent housing.
Job Purpose
The Human Resources Manager will report directly to the Director of Human Resources and is responsible for providing effective Human Resources support to our diverse team and supporting the leadership teams at all of our ACSS sites. This position will be a key partner in ensuring the success of ACSS's operations and will be heavily involved with recruitment, retention, progressive discipline, performance management, training and the day to day Human Resources tactical work. The Human Resources Manager will be involved in the development of applicable policies related to ACSS while ensuring their consistent application.
Job Duties and Responsibilities
- Partner with senior leadership to build and align HR strategies that support business objectives while providing guidance and support to managers across the various ACSS locations
- Design and implement the recruitment, orientation, training, retention, evaluations and performance management of an all new Shelter program staff, alongside the Director of Human Resources
- Guide and support the leadership team in the following areas; staff performance, discipline, scheduling, payroll, onboarding
- Work collaboratively with the Occupational Health and Safety Officer on all matters related to Worker's Compensation Board, workplace injuries, psychological stress or unsafe working conditions
- Maintains accurate and confidential employee records
- Manage the immigration process for foreign workers, ensuring compliance and supporting employees to achieve permanent residency, extension of work permits, etc.
- Communicate effectively with internal stakeholders across the organization ensuring a cohesive and supportive working environment for all staff
- Develop innovative solutions to HR challenges, thinking outside the box to meet the unique staffing and HR needs of the shelter sector
- Foster an environment that promotes Diversity, Equity and Inclusion; incorporating unique ways to attract diverse talent and ensuring inclusion
- Assess employee training requirements and ensure training for all staff is kept up to date
- Oversee and manage a performance appraisal system that drives high performance
- Maintain positive relationships with community partners and key stakeholders
- Ensure legal compliance throughout human resources management
- Other related duties as assigned by the Director of Human Resources
Candidate Profile
Requirements:
- Certificate or Diploma in HR management required
- Proven experience as an HR manager or similar role
- Strong knowledge of employment laws and HR best practices
- Ability to handle sensitive information with discretion and maintain confidentiality
- Strong English language skills, both oral and written, required
- Driver's License and access to own vehicle, required

Salary: $65,000 - $72,000/year
Job location: HRM, willingness to travel within HRM
Work schedule: Monday - Friday 8am-4pm. Evening and/or weekend work required at times
