Job Posting - Bridge Engineer

HHB maintains and operates the Angus L. Macdonald and A. Murray MacKay Bridges that span Halifax Harbour. With annual traffic volume in excess of 32 million crossings, HHB's mission is to provide safe, efficient and reliable cross-harbour transportation infrastructure in a cost effective manner. The Bridge Engineer reports directly to the Head of the Engineering department, working collaboratively with the entire engineering team and participating on key Management Team initiatives as required. The Bridge Engineer is responsible for providing engineering input/advice and direction to maintain the safety of the two bridges, approaches and related facilities. The Bridge Engineer is responsible for the delivery of projects as per the defined scope and the specified quality, on time and on budget. This role will have direct input in the planning and execution of projects critical to the structural health of our facilities, and safety of the public. The role is accountable for inspections, project conceptualization, preparation and issuing of request for proposals, tender documents and other documents needed in the selection and on-boarding of consultants and contractors, as well as overseeing the ongoing relationship during the life of the project. This position also provides guidance, coaching and mentoring to other staff and support to other HHB departments.

Essential Duties and Responsibilities:

· Participates in key decisions pertaining to engineering projects and initiatives as it relates to the two bridge structures, ancillary structures and other infrastructure at HHB.

· Creates a detailed work plan which identifies and sequences the activities needed to successfully complete key projects.

· Determines the resources (time, money, equipment, human resources, etc.) required to complete the key projects.

· Develop a schedule for project completion that effectively allocates the resources to the activities.

· Regularly review the project schedule with the department team and revises the schedule as required.

· Collaborate with the Senior Management team as need to achieve HHB strategic goals.

· Plays a significant role in achieving HHB's objectives for maintenance, and meeting future needs for expanded infrastructure to provide for safe traffic movement and ongoing development.

· Participates in the annual bridge inspection team, reviews inspection reports and specialist input from consultants.

· Assists the Department team to develop and implement strategic preventative maintenance and rehabilitation programs.

· Ensures the project is executed according to the project plan and develops forms and records to document project activities.

· Leads project teams to control the progress of the project and works to make adjustments as necessary to ensure the successful completion of the project.

· Prepares request for proposal documents, issuing RFP's and the preparation of tender documents, issuing tenders, procurement process, review of tenders', recommendations on award and contracts on assigned projects.

· Provides recommendations and participates in the communication and coordination with other agencies, consultants, the public and media.

· Provides guidance, coaching, mentoring, and support to members of the Department team, and other HHB departments

Qualifications:

Required:

· Completion of Bachelor of Science or Bachelor of Engineering degree (in Civil/Structural Engineering)

· Professional Engineer registered or licensed to practice in the Province of Nova Scotia

· 5 - 10 years of engineering work experience in inspection, evaluation and maintenance of complex structures and/or bridges

· Experience in performing engineering investigations, analysis and design

· Experience in Project Management and/or Construction Management

· Knowledge of contract administration and procurement

· Excellent written and verbal communication skills

· Solid organizational skills including attention to detail and multi-tasking skills.

Considered an Asset:

· Specialist knowledge in long span bridge structures, particularly suspension bridges

· Knowledge and experience in transportation infrastructure, particularly in Nova Scotia, Canada

· Completion of Master of Engineering or Master of Applied Science degree

· Completion of Project Management Professional (or equivalent) designation

This is a full time permanent position typically working from Monday to Friday, 8:00a.m. - 4:00p.m. (35 hours a week). However, in order to minimize traffic disruptions, the hours of work and overtime requirements will be dictated by construction activities, including some after hours and weekend work. This position is physically demanding with time outside in various weather conditions throughout the year working on or under the bridge decks and at heights and in confined spaces.

Salary range for this position is between $77,022 and $107,696 based on years of experience and qualifications.
